I could see a story of someone who ends up being famous for how terrible they are at something (and the unique things that come along with that), but I really don't see the point in making it specifically about William Hung. Also, good luck casting that role. I can't imagine any actor wanting to play that role.

I think William Hungs music is interesting. It feels like The Room of music. I was thinking a kind of Disaster Artist for music tone and story but a bit more mocking.
