Hey I’m thinking about doing a film where we see Troy today and he is failed basketball star and he is addicted to cocaine. He meets Sharpay and they both do drugs and try to become Broadway stars.

Not sure if I see the appeal in that, personally. The tone of HSM is a throwback to classical musicals, with flashy numbers set in the familiar high school setting (where they face low-stakes decisions like love and whatnot). This would require a major tonal shift (to something more like Fame).
Which is to say, who would the audience be? I doubt kids who grew up on the originals would be interested in the genre shift (and to find that their favorite characters are failures) and I don't think the deconstructed musical is very popular for the general audience these days.

I think you'd be better of using your basic idea for an original story not connected to High School Musical
